Neighbouring section being developed, but their raised their ground level....

Hi everyone,
Hope you're all having a good break.

The neighbouring section is being developed into 5 townhouses, 2 of them 3 storey high...
We're honestly not a fan but there's not much we can do about it.
The concern is that they seem to be raising the ground level of the houses to at least half the height of the fence, judging by the bricks and the drains (the black poles in the photos, in the back of the section) they've left sticking out above the actual ground level right now.
We think they're doing something sneaky, because this means they would be building over 11m in height and all the run off is likely to come onto our properties. On top of the sun being blocked once they're built, we gotta deal with extra dampness contributing to our living enviroment.... no thanks.

I've emailed Auckland Council but don't think they will reply until after the holidays. They might not even be able to help.
Does anyone know which body/authority to raise the issue to? Can anything be done about it?
