Billing System for dowtown Wellington Water Rates

Water meter in Mt Cook read on 15 April and today 17 MAY still no invoice received. This is needed as part of outgoings to be organised with a tenant.
Advised today after having to take the time to phone WCC that the invoices should be printed today from above reading date!
Anyone else have thoughts on: In 2021
WHY the Water Rates invoice cannot be e-mailed out?
Why it takes So long from meter being read to invoice being 'printed' never mind then having to wait the mail delivery time??
Why to get a copy of Water Rates invoice you have to wait for the printing so a scanned copy can be emailed to you - on your request.???
C'mon WCC - what SYSTEM is this in 2021?????
