Wellington is in such a bad state with earthquake strengthening structures uncompleted and hugely costly, water and sewerage pipes disintegrating into dust, working from home killing the CBD and trying to preserve/resurrect buildings that have had their day in a historical-histrionics fervour while pursuing costly flavour-of-the-day cycle lanes, and the flailing of LGWM.
Lower Hutt, a place I also know well, has not a lot going for it apart from Queensgate; Jackson Street retail and hospitality; fresh, cold, untainted spring water for those with water containers. But LH is facing a 20% rise in rates and there is no end game to this. The Melling interchange and rail realignment will be a big blow out of costs for sure.
By comparison, Upper Hutt is almost trucking along and at least has a number of features that set it apart from its regional neighbours - Lower Hutt, Porirua, Kapiti and the Wairarapa.

So this is what is forecasted for a large majority of the Lower Hutt sea side, low-lying suburb of Petone as well as areas heading towards Eastborne.
The issue is climate change which is now well embedded and will see a rising sea and excessive rainfall during year upon year.
As well there is the sinking of the land to contend with.
And there is little that the local authority or the residents of the affected areas can do to barricade against the real prospect of submerging properties within the next 15 years rain-wise and 30 years sea-wise.
Jackson Street with its huge retail presence including around 80 eateries and housing beyond Jackson Street in both directions will be swept away or uninhabitable and all either uninsurable or unaffordability of being insured.
I have friends who help design the only new residential home in Jackson Street in maybe 60 years. And their flash two storey modern home of some 3 years will be mainly useless against the torrent of flooding.
I spent all my teenage years living in Petone, played rugby for Petone and later was for a time connected with the Petone Athletic Club and worked in Petone for two different companies. But my advice is for those living there right now is to get out and live somewhere less likely to be severely waterlogged. You can sell at the market price right now to many silly or naive people unaware or unperturbed by what the future has in store.

Upper Hutt, which was not previously so much in the firing line, has suddenly emerged as the worse area in the Wellington region for water wastage according to a report. But this far from true says UH Mayor Wayne Guppy who is also much opposed to water metering as a solution. And I would tend to agree strongly with Guppy on both counts.
However I stepped over a very obvious water leakage in Ward Street, Wallaceville about a month ago and popped into the property next to the leaking pipe which happened to be a dairy store and the owner said he had already advised the Upper Hutt City Council. You might have to wait a few weeks before any action, I told him. Too true. As of October 30 still no repair job. Oh, well leak-on while us ratepayers wait for our local taxes to increase due to rising water and sewerage reticulation costs.
