Bay of Islands businesspeople, already hit hard by Covid-19, fear the rules around the planned Marine Mammal Sanctuary could be the final nail in the coffin for Bay businesses. But the Department of Conservation says dolphin numbers are rapidly declining, as dolphins spend too much time interacting with boats. The proposal is up for consultation from April 12.
