However I had told them of my change of address before I moved and even in recent Phone calls it has not been mentioned I have offered to pay $6 per week to make up the $66 dollars before my contract ends but no that isn't good enough for them it seems but if I end my contract I have to give them a months notice

This is because the first flange on the motor hinge pin is broken, probably metal fatique from the constant vibration. This means the tension from the belt pulls the motor out of alignment and the belt just comes off. I can't think of how to fix this easily but if you can fix it then this will be a perfectly good clothes dryer.
Alternatively it has a great little 1/4 (quarter) horse power motor you could use to drive a workshop machine.
