Transport is a huge barrier for our clients, as many have lost their licences and are unable to take public transport. The proposed South Express cycleway, which links Templeton to Hagley Park, will turn sections of residential streets into culs-de-sac and also see about 65 trees replaced.

New traffic signals will be added at 11 intersections along the route.

The work is part of the council's $252m major cycleways programme that will see suburbs connected to the central city through 13 separate routes.

All New Zealand police officers will receive new stab- and bullet-proof vests in a $20 million roll-out over the next three-and-a-half years.

The current vests - which were introduced in 2006 - are stab-proof, but special vests are worn by any officers involved in firearms call-outs.

They have passed their warranty, but remain "safe and fit for purpose", says Police Commissioner Mike Bush.
