Road rules: Crossing white line while passing parked vehicles?

So... what's the rule/guideline when it comes to passing an obstruction where you can't stay in your own lane?
Because I'm pretty damn sure it isn't "take whatever space you need over the white line and to hell with oncoming traffic", no matter what the silver station wagon coming uphill on Glanmire St clearly thought when passing cars parked by those new townhouses, or the white van that sailed serenely along on the station wagon's arse.
Maybe he was in a rush, so he should be grateful the driver of our blue hilux was quick on the brake (and apology to the silver saloon that was behind us) because a crash would have held ALL of us up!
