Instead we had to listen to Council contractors justification of their spend on $1.7million thus far, on a license to pollute. What it feels like is they are spending all this time and money to create a consent document to justify what they are already doing (and increase doing) so they won't be penalised in the future.

Porirua City Council is out of the social housing game, voting to sell Moana Court with the condition the complex remains as social housing.
The flats complex on Te Pene Avenue, Tītahi Bay was built in 1974 to provide low-cost pensioner accommodation, it is now worth around $3.3 million.
There was much debate around the council table during the vote on the Long Term Plan on Thursday, which would set the focus and budget for council over the next 30 years.
Porirua social services recently cited housing as the “most urgent and pressing issue” facing families they worked with.
