Is this the worst highway in New Zealand?

Residents at Springs Flat, Whangārei, have to duck for cover every time they check the mail, due to flying stones off State Highway 1. The timing of the coronavirus level 4 lockdown meant the road sealing season was interrupted, impacting highways such as this. Do you think this is the worst highway in New Zealand? If not, where is worse?
