Kaikōura residents are being asked for feedback on proposed new speed limits.

The Kaikōura District Council approved its draft speed management plan earlier this month.

Chief executive Will Doughty said the main change was reducing the speed on unsealed roads from 100kph to 80kph.

"Most people are already travelling well below 100kph on unsealed roads, but for others they treat it as a target rather than a limit."

The Setting of Speed Limits Rule 2022, which came into effect in May last year, required councils to develop a speed management plan every three years based on Waka Kotahi NZ Transport Agency safe speed guidelines.

Waka Kotahi recommended reducing speed limits for unsealed roads to 60kph, but the council was ‘‘comfortable’’ with 80kph, Doughty said.

"If the feedback is for 60kph we will consider it."

New speed limits of 30kph would be introduced around schools, the town centre and Wakatu Quay under the draft plan.

Residents have until October 14 to give feedback.

A new business park to the south of Kaikōura is set to be "a game changer" for the town.

The Kaikōura District Council has notified a private plan change request from Kaikōura Business Park Ltd (2021) to build a business park on a 21.6-hectare site on the corner of Inland Kaikōura Road and State Highway 1.

The plan was lodged with the council earlier this year, but later withdrawn while the applicant made some changes, including addressing the potential effects of non-light industrial activities.

Mayor Craig Mackle said the business park would be "a game changer" for the town, if it went ahead.

The development would bring light industrial businesses together in one location, taking some pressure off Beach Rd.

Under the proposed changes, some retail would also be allowed, which complemented the light industrial businesses.

But Westend would remain the main town centre for retail businesses.

"We certainly don’t want to create another town centre," Mackle said.

"But this allows us to bring light industrial activities together in one location, instead of being spread out across the district like it is at the moment."

Chief executive Will Doughty said the plan would go out for public consideration, with hearings likely to be heard by an independent commissioner.

While the council had yet to decide whether it would endorse the development, Doughty said the site has been signalled as an area for growth, as the council works on its spatial plan.

Changes are being proposed to Kaikōura’s rates, including a $200 targeted roading rate.

Residents are being asked to give feedback on the Kaikōura District Council’s draft revenue and financing policy, which proposes changes to the district’s rates.

Chief executive Will Doughty said the rates review was signalled in the 2021-31 long-term plan.

"I am really pleased about this because it has been talked about for a while.

"We have gone through a really robust and comprehensive process and looked at every single activity and at our funding needs."

Under the draft policy a new targeted roading rate of $200 was proposed.

An increase in rates to fund footpaths, streetlights, the harbour and town centre works was also proposed.

A targeted rural recycling rate would also be reintroduced, while the public rubbish bin charge would be removed.

Residents have until October 23 to give feedback.

The new revenue and financing policy, if adopted, will be incorporated into the 2024-34 long-term plan, so will not effect this year's (2023-24) rates demand.

Rival candidates at an election meeting in North Canterbury found they had plenty in common.

Candidates from four political parties were put in the unusual position of praising each other’s policies at an election meeting at Balcairn Hall, near Amberley, on Monday evening.

More than 100 people packed into the hall to hear from three candidates vying to be Kaikōura MP, including sitting MP Stuart Smith (National), Emma Dewhirst (Labour) and Jamie Arbuckle (New Zealand First).

The fourth candidate was Lan Pham, the Green Party’s Banks Peninsula candidate, who was filling in for Richard McCubbin.

During the course of the evening, the candidates were asked to name policies from each of the other parties they liked.

Smith said there was a lot of collaboration between the parties in Parliament.

He said New Zealand First had "borrowed a number of our policies", he liked the Green Party’s energy policies, and National and Labour often worked together on legislation.

"I don’t think people realise we do get on. We collaborate behind the scenes otherwise we wouldn’t get things done.

"Question time isn’t a true reflection of what goes on."

Dewhirst said she liked New Zealand First’s fair pay policy, there was alignment with National on several transport initiatives, and the Greens and Labour aligned on many issues including freshwater.

Arbuckle said he liked Labour’s policies on removing GST from fruit and vegetables and supporting seniors’ housing, there was alignment with National on regional development and he was "a big fan" of the Green Party’s Jobs for Nature programme.

Pham said she agreed with New Zealand First on the need to invest in the New Zealand Defence Force to monitor the coastline.

She was pleased to hear National supported the principal of Te Mana o te Wai (mana of the water), and she hoped Labour would keep to its promise of no mining on conservation land.

The only conflict was during a question of supporting Hurunui’s beach communities facing coastal erosion, where an audience member felt Dewhirst was not answering the question.

None of the candidates offered solutions, but agreed local and central government needed to collaborate with local communities.

Pham said it was time to develop a national adaptation plan to provide guidance for councils.
