Is demolition best for older houses?

Kaipara District Council plans to demolish 24 pensioner flats and have new ones built - in part because of the high costs of Healthy Homes standards. Do you think demolition is the best course of action? How else can older homes be made suitable? Does the Healthy Homes standards put you off renting out your house?
