Poll: Do you think stronger bylaws will make a difference?
Bylaws to counter antisocial behaviour in Hamilton’s CBD sparked fiery debate on Thursday, but city council staff admitted they are unlikely to be enforced - ever.
The amended bylaws mean a breach could technically result in fines of up to $20,000 for sleeping on a park bench, but officials said prosecutions have never happened and probably never will.

Grant Kilby has always loved camping. His mum was director of health at the YMCA, and he would attend YMCA camps in the school holidays. “I think it was mandatory that I was there,” he jokes.
