Rubbish dumped on grass verge

I have a problem with housing Nz neighbours in units at 8 Totara road dumping their unwanted rubbish on the grass verge in front of my house. I have left several complaints about it already and the council has been there but they keep on doing it. I pay a lawn mowing guy to maintain the grass and every time he comes he need to move it before he can mow the lawns. I have dumped it back in their driveway but they have the audacity to put it back on the grass. Now again a large piece of carpet is dumped and been there for the last 2 weeks.
I am fed up please let me know what to do next as Christmas is coming and I’m sure more stuff that they throw out will be dumped like last year.
