Irresponsible! Ridiculous! Land Bankers!

Please forgive me for my rant and venting but I have nowhere else to turn to and thought someone here may have some good advice on what to do. I have a neighbouring property which is up to the boundary on all sides, (i.e. the new houses on Redhill and the lifestyle blocks on the other sides) covered in overgrown Gorse, Privit and Black Berry. The worse thing is at the bottom there is a beautiful natural stream which has local wildlife which is unfortunately being suffocated by these overgrown weeds. The stream stagnates extensively during heavy rains and summer. The land owner who is a developer / land banker chooses to not do anything and therefore neglects his responsibility of maintaining the site.I have been trying to work with Auckland Council to resolve this but nothing has been done now for over a year. I have also heard comments from them to the effect that their hands are tied. The worst is during Summer the amount of mosquitoes is ridiculous, way hire than average for this area. I have major concerns about the young families starting up in the area in the new developments and their hygiene. It is so wonderful for kids to be playing along the stream but it is a health concern with the water not running in some parts freely anymore. Does anyone have any advice on what I can do to get this greedy developer / land banker to sort it out. Council have sent him numerous letters but he chooses not to do anything. I am an immigrant like him but our values are different. Maybe its a Northern versus Southern Hemisphere thing. Sorry but I am desperate to hold someone responsible. Sadly he is aware that not maintaining within 20 metres of his boundary is illegal. Our Government needs to school people who just want to make money off the back of this most beautiful Country, Aotearoa. I look forward to all constructive feedback..
