Should the Government help Northland councils with water?

The NZ Defence Force has moved into Northland to help with the water crisis and the Government will pay $2m to secure water in the Far North. Meanwhile, Whangārei residents are now on water restrictions and bores could run dry. Do you think it is right for Central Government to step in and help? Or should councils, and ratepayers, be left to fend on their own?
