Director-general of health Ashley Bloomfield on Thursday arrived in Christchurch to meet with Canterbury's embattled health board and staff outraged by proposed budget cuts.
He was sent by Health Minister Chris Hipkins, who remained in Wellington and has stayed largely silent on the implosion at the Canterbury District Health Board.
