Some businesses like Port Nelson are struggling to work out how to meet their obligations under the Zero Carbon Bill, to become carbon neutral within 30 years. The Port expects to offset its carbon emissions over the next decade, as it can't yet use or afford green technology like electric tugs and cranes or biofuel.
