What do you think about the use of petrol price 'tactics'?

An internal email from BP's head office has revealed a novel tactical plan around petrol pricing. Rather than just reducing petrol price in Ōtaki BP looked to increase prices at Paraparaumu & Kāpiti and also Levin. What are your thoughts on this?
