Alcohol Outlets Sells

Why is it that there are so many Alcohol Outlets concentrated near lower social economic areas? The Council has a community responsiblty to the Public, but when one has a really good look out in the community you have to wonder who they are looking after. How many Alcohol Outlets do we need in One neighbourhood?
Claudelands Shopping Centre has two shops selling alcohol across the road from each other. With 7 other outlets close by. Not counting the Hamilton Cosmopolitan Club, and 2 local bars. Then there is only the bridge we are on Victoria St in town, all the bars, night club.
Now Claudelands is now in for another outlet.
