Our General Manager for Waters, Andrew Carvell, says that working together with a CCO offers long-term benefits and the strongest path forward for the Northland region. “The new CCO will help ensure all of Northland can meet the increased compliance requirements under the new Local Water Done Well Central Government legislation, and address growth in the region.”
A major focus for the 'Local Water Done Well' Working Group has been to design a financial model that recognises the different starting points of each council in terms of water assets, debt levels and infrastructure investment needs.
“Councils have agreed to a model that will see financials ring-fenced for each district and have varying water charges to start with,” says Mr Carvell.
“Whangārei District carries comparatively little debt on its water activities, so we are exploring options to transfer debt from Whangarei District Council budgeted activities to the CCO. This would significantly reduce Whangarei District Council’s overall debt levels and ensure that CCO balance sheets are better aligned with the other councils from day one.”
All three councils are now working together to prepare a water services delivery plan, which must be submitted to Central Government by 3 September 2025. Once formed, the CCO will prioritise the critical issues for each district and review its approach to finances and water charges within the first three years.

Candidate registrations for the 2025 Local Elections closed at 12 noon on Friday 1 August, and with 44 nominations, numbers have exceeded those of the 2022 Local Elections.
Whangarei District Council Chief Executive Simon Weston says the increase in candidate numbers shows that local democracy is alive and well in our District.
"We have 14 seats to fill at Council, and it’s heartening to see 44 candidates come forward from our community," says Mr Weston.
"Every seat will be contested, with excellent diversity in the candidate list for 2025. We’re seeing more ‘first time’ candidates putting their hands up. We have candidates from all walks of life, backgrounds and skill sets."
"This is good news for local democracy and for our District, and I look forward to a stimulating elections campaign period."
Voting in local elections will run from 9 September through to midday 11 October.

Strong currents and surges can injure and drown people. There is a danger to swimmers, surfers, people fishing, and anyone in or near the water close to shore.
People in or near the sea in the following areas should move out of the water, off beaches and shore areas and away from harbours, marinas, rivers and estuaries.
AREAS UNDER THREAT:
ALL COASTAL AREAS OF THE NORTH ISLAND, GREAT BARRIER ISLAND, THE SOUTH ISLAND, STEWART ISLAND, and the CHATHAM ISLANDS (updated: 3.02pm, 30/07/2025)
ADVICE FOR PEOPLE IN AREAS UNDER THREAT:
STAY OFF THE BEACHES AND SHORE AREAS
People on boats, live-aboards and at marinas should leave their boats/vessels and move onto shore. Do not return to boats unless instructed by officials.
There is no need to evacuate other areas unless directly advised by local civil defence authorities. Coastal inundation (flooding of land areas near the shore) is not expected as a result of this event. We are advising people to:
- Move out of the water, off beaches and shore areas and away from harbours, marinas, rivers and estuaries.
- Do not go to the coast to watch the unusual wave activity as there may be dangerous and unpredictable surges.
- Listen to local civil defence authorities and follow any instructions.
- Share this information with family, neighbours and friends.
- Strong and unusual currents and unpredictable surges will continue for several hours and the threat must be regarded as real until the Civil Defence states otherwise.
