STATE insurance claim

Please I just want to know if this is the usual insurance practice in NZ.

I use my car for my part time business. Before then I have a private vehicle comprehensive insurance on the same vehicle which cost around $50 a month....

Then I changed my insurance to a commercial/ business insurance which then increased my premium to $178 approximately 25% of my car value per annum according to their valuation.

Just before easter , a guy ran into my car and took off but I picked his rego. I immediately reported to the police. They took the details and directed me to my insurance.

Now STATE insurance insist I have to pay an excess of $1000 and also will loose my 40% non- claim discount. They also advise I chase up with the police and see what they can do. Is this supposed to be my duty running after a criminal. I believe they literally saying it's not their job to come up for me when I needed them but never forget to debit my account. Been with them for over 3 years with different vehicle and I'm planning to leave them cause I found them unreliable.

Please I just want to know if this is how things work with insurance.
