Possible dog theives working in our Neighborhood

Please be careful with your pets do not leave them alone in front yard or locked in your garage or sheds, locked in your car for a few mins or tied up outside shops etc. They can easily break into these places and steal your puppy /dog if tied up somewhere I live in a cul de sac in Avondale. A car was cruising our street went around the block several times older style car, low cut white station wagon bit noisy you would notice it. It didn't belong to this neighborhood. Driver, European about 5' 10' full beard 30-35yrs he had a older pregnant Kelpie dog on pink leash. This guy was acting very strange and parked his car a far distance away and walked back with his dog to scout my property out. He was taken back when he came face to face with me on my front property. My daughter and I are dropping flyers in the neighborhood just be aware he could / will be cruising other neighborhoods Take care everyone
