What do you think of the changing laws around Māori wards?

|have to advertise a binding poll| on its proposed Māori wards, and then cancel it two days later, after a petition demanding the poll clashes with a new law doing away with the polls. The petition-triggered polls consistently overturn proposals for Māori wards, and are considered fundamentally unfair, as no other wards or representation changes can be cancelled in this way. What do you think?
