Why are illegal gatherings allowed to take place?

The problem with them being allowed to break the rules, is that all the other people, who do follow the rules and are vaccinated, feel they have the right to do whatever they want to as well. Why aren't the antivaxxers rounded up at their gatherings, and charged? They are holding the rest of us up, from obtaining our freedoms.
