Is any official reaching people in need?

Keiko from Wallaceville - Whitemans Valley

I saw an elderly lady standing under a tree avoid sudden intense rain on my street on the way home from a supermarket. If it were a normal circumstance, I would've offered a ride. I didn't know what to do but went to check with an umbrella if she was still there. She had gone at that time. I don't know where to ask, but I wish to make sure the help would reach to those with limited access to information. I feel helpless and guilty as a human.

Thanks for sharing your thoughts. I have read up to Lorraine's reply.
I thought what I could've done as I understood not allowed to give her a ride with this Lock Down regulation. If there is next time, I will ask her phone number to check if she has any support. If she is reluctant to give me her phone number or her address, I will show my phone number and tell her to feel free to call. I will carry my phone number printed in a large font from now on.
I hope someone like her in the loop of the support line.
Thanks
