Excessive noise

Hi neighbours....I have lived on peachgrove road for one year..... one morning I got woke up to what I thought was a carnival. I was annoyed to be woken up and didn't know what it was.... but then it was every few weeks through winter.... then in summer it changed to in the evenings when I had my child to get to sleep....I went and asked them to stop..... then I asked twice more each month... the third time they flat out said no... and it went til past 9pm.....I got two others coming up very arrogant telling me to go to noise control.....I rang noise control they said ring the police....I rang the police they said ring the council..... because it's on the road and not in a property none of them wanted to deal with it....I did find out that if they don't have a permit they can be shut down....I am guessing they don't.... today and a few weeks ago they woke me up yet again..... its about 2 down from the 5x roads bar..... is this noise annoying anyone else? Does anyone have the answer to get rid of them...... its so annoying gangster singing and shouting and noise..... and they have ppl standing in the middle of the road handing out flyers for their Christian group.... they do it all round Hamilton.....I said to them why can't you go do it in a park or a skate park not across from my house.... with an arrogant response....I have looked up noise pollution today and by the looks of it thru should be shut down.... and I can get as n enforcement order but I have to pay.... any help or ideas would be greatly appreciated...I have insomnia so I get to sleep about 6 or 7am then to be woke up like this is awful

Need a garden planter that has trellis & wheels attached taken off and trellis part taken off it. Have another piece of trellis that needs fixing and secured with hardware ideally need it fixed & removed as soon as possible please before painting starts next week.
