Neighbors dogs Barking

Hi neighbors, I am seeking any advice from anyone who has been in my situation, I have had a neighbor now for 5 years with dogs that constantly bark. I have contacted them several times and contacted dog control every year for the past 5 years, they claim the Barking isn't reading on the recording device they left and they cant do anything, I feel the neighbor saw dog control leave the recording device and removed the noisiest dog for that week as everytime in the past dog control saw them about the noise they took thier dog to thier mothers for two weeks, but of course it returned. Every morning I'm woken by these dogs, now I'm home constantly due to a back injury I cant take it, I need rest to recuperate.
Does anyone know what steps I can take after dog control cant help. Any information is appreciated. I love dogs have one and had several over 40 years it's not the dogs fault its the owner being too lazy to train them.
