How to deal with the Neighbour's loud music?

We tried calling the Noise Control, but it takes forever for them to arrive, by which time the loud music is usually stopped, so we have to endure it for over an hour nearly every day!

We also tried talking with the Neighbour, but he is unreasonable and told us that our daughter should go to study in the Library!

Please help, we are desperate and any advice is welcome, many thanks!
