You can, you just need to trim the tree annually to keep the tree to the size you want.
Remember that issues with large roots uplifting the footpath and driveways etc will be greatly reduced if the tree is kept smaller from the beginning. The roots grow to support the water and nutrient requirements for the canopy as well as stabilize the tree. If you keep the canopy smaller the roots don't need to be too big.
