Healthy Homes Standards, the time to act is now.

In December 2017 the coalition Labour/NZ First government passed the Healthy Homes Guarantee Act aiming to improve the health and warmth of the nation’s 600,000 rental properties by creating minimum standards for heating, insulation, ventilation, draught stopping, moisture ingress and drainage.

The resulting “Residential Tenancies (Healthy Homes Standards) Regulations 2019” were passed in May 2019 and came into force from 1 July 2019. The new Healthy Homes Standards for rental properties cover five key areas which are:

• Insulation

• Heating

• Ventilation of high moisture areas

• Draught stopping

• Drainage and ground moisture barriers

The regulations have information requirements for new/varied Tenancy Agreements effective from July 2019. Compliance with the standards commences progressively from July 2021 focusing on new tenancies.

From 1 July 2021: Rentals must comply with all the new Standards within 90 days from entering any new or varied Tenancy Agreements.

By 1 July 2024: ALL rental properties must be compliant with the 5 Healthy Homes Standards.
