Poor Ginger is neglected and needs to be rescued as soon as possible

The above is not a photo of Ginger but it's all I had, sorry, and a photo was mandatory. This ginger guy is my "Harry".
Ginger is a 7 month old, short-haired kitten with beautiful big eyes, who rolls on its back when you talk kindly to it. I say "it" because I don't know what sex Ginger is. This is because you can't get near it. But let's assume it is female (the worst scenario) and from now on, I will refer to Ginger as "she".
Firstly, a little of her background. Ginger's Mum was not neutered and, consequently had a litter of 3 kittens, of which Ginger was one. She then had a second litter of 4 kittens and all these offspring were left to fend for themselves.
I engaged the services of the SPCA to trap the mother cat and kittens and rehome them. Ginger, however, was not trapped.
Ginger needs to be rescued from neglect. The owner is amenable to selling her, but for $100. Further costs are a trap for $30 and neutering, which, for a female, costs $135. So the total that I need to raise is $265. It's a terrible shame that the Animal Welfare Act, as it currently stands, cannot protect Ginger and we, the taxpayers, have to resort to these drastic means to ensure the welfare of our most vulnerable.

Any surplus will pay for feeding and rehoming her. I would like to adopt her but I already have 3 cats of my own.

After feeding Ginger right through the lockdowns and, later obtaining a trap, he suddenly went missing and has not returned to the neighbour's property. I am devastated and hate to think what might have happened to him. I will personally contact everyone who has donated and arrange a refund.
